He is a Bachelor of International Trade, Master and PhD in Taxation. He is a Research Professor at the University of Guanajuato, Mexico, where he holds the Chair of Customs Law. Founding Partner of "RM Asesores Aduanales".

He has published scientific articles in refereed and indexed journals in Mexico and abroad. He has made academic stays at the University of Valencia and the University of Murcia in Spain, at the Universidad del Rosario in Bogotá, Colombia, where he is also a professor in the Specialization in Customs Law and Foreign Trade in the Faculty of Jurisprudence.

He has participated in collective works published by the University of Guanajuato, the Universidad del Rosario and the Colombian Institute of Tax Law. He recently coordinated and published, with Dr. Germán Pardo Carrero, the book called "Customs Law and International Trade Selected Topics", in the Porrúa publishing house. He published the book called "Method of Study of the Customs and Tax Rules and its Application to the Customs Law", in the UBIJUS publishing house.

He is the author of the "Electronic Customs Compilation" (CAE, for its acronym in Spanish), is an innovative mobile application and, according to technological trends, contains the Customs Law published under the lens of a method of normative analysis of its authorship. The mobile application is updatable during the validity of the General Rules of Foreign Trade (RGCE, for its acronym in Spanish), it is available on the website www.morenoyebra.com.

Currently, he coordinates with Dr. Santiago Ibañez (Spain) and Dr. German Pardo (Colombia), the book "Derecho Aduanero", the most important collective work of the last 50 years where it brings together the best researchers worldwide. Approximately 50 authors from more than 15 countries participate in this work.

He is a founding partner of "RM Asesores Aduanales", where he works as General Director, he teaches training courses, advisory, among others. He is a lecturer, speaker and trainer in national and international forums as usual.
